Environment Planning and Economics Division


Environment Planning and Economics Division dedicated to integrating sustainable development principles into national policy and planning process. Stemming from the Ministry of Environment’s mission as the leading ministry entrusted to sustaining country’s natural resources base and the ecosystem services, following activities are being operationalized by this division.


Responsible Areas related to SCP


• Preparation & Implementation of National Environmental Action Plan.
• Implementation of National policy on Sustainable Consumption and Production.
• Promotion of Eco Labels and implementation of National Eco Labelling Framework.
• Implementation of Green Procurement Program.
• Promotion of Eco friendly alternative products and green jobs creation.
• Promotion of greening industry sector.
• Implementing National Green reporting system in Sri Lanka.
• Establish green accounting system in relevant sectors and incorporate into National development plans.
• Coordinate to achieve relevant SDG targets and establish reporting mechanism.
• Implementation of Policies/strategies to conserve/restore and manage bio diversity and ecosystem services in Environmental Sensitive Areas.
• Facilitate for awareness and training on green initiatives.

 


The main project components


  National SCP policy

Sri Lanka has more than 80 national policies, which have a direct or indirect relationship to SCP. To increase wider uptake of SCP policies the SWITCH-Asia NPSC supports the Ministry of Mahaweli Development and Environment (MoMDE) to strengthen the overall SCP policy and institutional framework in the country. Given below is a synopsis of project deliverables under Component 1 – National SCP Policy:

Component 1: National sustainable consumption & production (SCP) policy & organizational set-up are strengthened

  • Standardization of the policy formulation process in Sri Lanka
  • Draft national SCP policy
  • Draft SCP institutional coordination mechanism
  • SCP national strategy & action plan
  • Financial instruments for SCP view document
  • Funding proposal for 10,000 green village programme of the Ministry of Mahaweli Development and Environment

  Sustainable production

Sustainable production incorporates environmental and social factors into manufacturing processes and minimises the impact of products throughout the life cycle, throughout the supply chain and with respect to the socio-economic surroundings. Given below is a synopsis of project deliverables under Component 2 – Sustainable Production:

Component 2: Sustainable production (SP) framework is strengthened and SCP Principles applied in selected sectors

  • Sustainable production baseline study report of 3 sectors (Tea, Dairy and Rice processing) of food & beverages industry view document

  Sustainable consumption

Sustainable consumption concerns demands and recognizes the important role of retailers, consumers and institutional buyers such as governments. Such consumers have enormous potential for driving change by the choices they make. Given below is a synopsis of project deliverables under Component 3 – Sustainable Consumption:

Component 3: Sustainable consumption framework is strengthened and green procurement policy & Eco-labelling implemented


  SCP awareness

A high level of awareness on sustainable consumption and production is a key driver for change to a less resource intensive economy. Given below is a synopsis of project deliverables under Component 4 –SCP Awareness:

Component 4: Knowledge on SCP is enhanced and awareness is raised among public/private sectors and civil society
